The Region of Epirus has announced the pre-publication of the call “Entrepreneur – Innovate in Epirus”, with a total public expenditure of €15 million, under the ESPA 2021–2027 framework. The program aims to strengthen the competitiveness, extroversion, green transition, and innovation of existing small, very small, and medium-sized enterprises (SMEs) in the Region of Epirus.

🔹 Beneficiaries

Eligible beneficiaries are existing SMEs that:

• Have at least two (2) completed fiscal years (2023 & 2024).

• Have their main NACE code or the NACE code with the highest revenue in one of the following sectors:

  1. Materials – Construction & Industry

  2. Tourism – Culture – Creative Industries

  3. Agri-Food Chain

  4. Environment – Circular Economy

  5. Life Sciences – Health & Pharmaceuticals

  6. Sustainable Energy

  7. Digital Technologies

Budget & Funding

The call “Entrepreneur – Innovate in Epirus” provides two state aid frameworks:

• De minimis Regulation (EU 2831/2023)

  • Project budget: €100,000 – €500,000

  • Public Expenditure: €6,750,000

• General Block Exemption Regulation (GBER – EU 651/2014)

  • Project budget: €200,000 – €800,000

  • Public Expenditure: €8,250,000

The funding rate ranges from 50% to 60%, depending on the type and location of the project.

🔹 Eligible Expenses

Indicatively, the following costs are covered:

• Building facilities & infrastructure

• Equipment, machinery, transport vehicles

• Software & digital applications

• Third-party services (consulting, studies, etc.)

• Promotion & networking

• Personnel costs

• Indirect overhead costs

The implementation period for each project is up to 24 months from the approval date.
