The submission of Asset Declarations (Pothen Esches) has become a key institution within the framework of transparency in the public and broader public sector. Despite ongoing improvements in the platform and procedures, many obligated parties — especially those holding management positions in organizations, companies, and public entities — often have questions regarding their exact obligations. This article summarizes the key information that obligated parties need to know in order to correctly submit their declarations via the electronic platform pothen.gr. pothen.gr.

Submission Deadlines

The process begins with strict adherence to submission deadlines. Annual Asset Declarations must be submitted by March 31st of each year, while monthly declarations are filed between the 1st and 15th of each month, covering those who acquired the obligated status during the previous month.

Special attention is required for those who become obligated parties during the year: their first (initial) Asset Declaration must be submitted within 90 days from the date they acquire the obligated status.

Who is obligated to submit

Obligated parties include executives and management personnel of public bodies, broader public sector organizations, local government entities, state-owned enterprises, and public organizations. A special category applies to parties under mandatory auditing (e.g., members of parliament, judicial officers, heads of independent authorities, heads of state-owned enterprises, etc.), for whom stricter auditing and additional documentation are required.

Submission obligations extend not only to the obligated individual but also include their spouse or registered partner and minor children.

The submission process in practice

Access to the platform is granted via personal TAXISnet credentials. Each organization appoints authorized administrators, responsible officers, and deputies, who are centrally registered and obtain the rights to enter and manage data.

During the submission phase, the designated officers of each organization enter the data of the obligated persons. The system provides interoperability with various public databases (AADE, GEMI, Ministries, Banks, etc.), automatically retrieving most of the asset-related information. The obligated party is then required to review, complete, and finalize the information, reporting any necessary updates.

Corrections and late submissions

Following submission, data corrections can be made within a 30-day period. Late submission within 30 days after the deadline requires payment of a fee: €50 for general obligated parties or €200 for those under mandatory audit. For delays between 30 days and one year, these amounts are doubled.

In case of non-submission, penalties may be severe, activating both administrative and criminal sanctions as prescribed by applicable law.

The importance of proper preparation

To ensure a smooth and successful submission process, proper and timely preparation is crucial:

  • appointment of responsible officers for each organization,

  • timely update of spouse and dependent children’s information,

  • systematic verification of the data automatically retrieved from third-party sources.

The electronic submission through pothen.gr has significantly simplified the process; however, the personal responsibility of each obligated party to ensure the accuracy of the declared data remains.

In summary:

The Asset Declaration is not merely a formal obligation, but a fundamental pillar of institutional transparency. Timely and accurate submission is a matter of professional responsibility, especially for those in positions of authority in both the public and private sectors. With proper preparation, the process can be simple, efficient, and secure.
