The first call for proposals under the Special Support Areas Scheme (Ministerial Decision 49926/2025) has been officially published in the Government Gazette, as part of Greece’s Development Law 4887/2022. The scheme introduces substantial incentives to support investment projects in regions facing economic and demographic challenges.

This represents a significant opportunity for companies operating in the manufacturing and logistics sectors to strengthen their investments through a targeted funding framework.

Scheme Budget

The total budget for 2025 amounts to €150 million. Of this:

  • €75 million refers to tax exemption incentives.

  • The remaining €75 million concerns grants, leasing subsidies, and wage cost support for new jobs, and is sourced from the Public Investment Budget of the Ministry of Development.

Purpose of the Scheme

The scheme aims to support investment projects that:

  • Belong to the manufacturing sector (excluding the processing of agricultural products)

  • Relate to the logistics sector

The central objective is to achieve technological, productive, administrative, and organizational upgrading of enterprises, to enhance innovation and extroversion, and to increase competitiveness in both the domestic and international markets.

Eligible Activities

Eligible projects must fall under Activity Code Numbers (KAD) as defined by the National Classification of Economic Activities, as published on the website of the General Secretariat for Private Investments.

Mandatory Characteristics of Investment Projects

Investment plans must qualify as an "initial investment" and include at least one of the following actions:

  • Creation of a new facility

  • Expansion of the production capacity of an existing unit

  • Diversification of production into products or services not previously produced

  • Fundamental change in the overall character of the production process

Special Conditions for Logistics Investments

For investment projects concerning third-party logistics services (KAD 52.29.19.03), additional conditions apply:

  • A maximum of 30% of services may be provided within the same corporate group

  • The investment must take place in a separate facility, distinct from other business activities

  • There is a requirement to install integrated IT and telematics systems

Types of Aid

Businesses can benefit from the following forms of aid:

  • Tax exemption

  • Capital grant

  • Leasing subsidy

  • Wage cost subsidy for new employment

Minimum Investment Amount

The minimum eligible investment amount depends on the size of the enterprise:

Social Cooperatives, Agri-coops etc. 50.000€

What’s Next?

According to recent announcements by the Minister of Development, Mr. Theodorikakos, two new calls for proposals are expected by Monday:

  • A special scheme for border regions and areas with income below 70% of the national average

  • A scheme for large-scale investments exceeding €15 million

Additionally, in autumn, three more schemes will be launched, mainly targeting small and medium-sized enterprises (SMEs):

  • New Technologies Scheme

  • Extroversion Scheme

  • Social Entrepreneurship & Craftsmanship Scheme (focused on rural areas and small settlements)

Looking ahead to 2026, a scheme exclusively for tourism investments is also planned.
