Another process related to business compliance with labour legislation is moving into the digital environment.
Under the new Ministerial Decision 25548/2026, the procedure for the electronic maintenance of the Safety Officer and Occupational Physician Recommendations Book is established through the Integrated Information System of the Labour Inspectorate (OPS-SEPE). The Decision was published in Government Gazette B’ 5833/28.09.2026.
But what does this change mean in practice for businesses, and how will the new process work?
What is the Safety Officer and Occupational Physician Recommendations Book?
This special book records the written recommendations and advice provided by the Safety Officer or Occupational Physician to the employer on matters relating to health and safety at work.
Under the new framework, the book will be maintained electronically through the Labour Inspectorate’s information system, while employers will also electronically acknowledge that they have received and reviewed the relevant recommendations.
What changes under the new Ministerial Decision?
For each business falling within the scope of the new system, a dedicated electronic book will be created. Recommendations will be displayed in chronological order and separately according to whether they were submitted by the Safety Officer or the Occupational Physician.
Each entry will include, among other information:
- the Safety Officer or Occupational Physician who submitted the entry,
- the date of their visit to the business,
- the date on which the recommendation was entered into the system,
- and the date and time on which the employer acknowledged having reviewed it.
The electronic book will also be available for export, for example as a PDF file, as well as for printing.
How will recommendations be submitted?
The Safety Officer or Occupational Physician will submit recommendations through their personal account on the Labour Inspectorate’s electronic services platform.
Employers, in turn, will have access to their company’s electronic book and will be able to review the recommendations that have been submitted. The status of the employer’s acknowledgement will also be accessible to the Labour Inspectorate.
Who Can Apply?
The new procedure concerns the electronic maintenance of the special book containing recommendations made by Safety Officers and Occupational Physicians.
There is, however, a specific exception: the Ministerial Decision provides that the new procedure does not apply to employers who personally undertake the duties of Safety Officer within their own business, provided that the requirements of Article 502 of the Greek Labour Code are met.
What does this change mean for employers?
This change goes beyond simply replacing a paper-based book with a digital one.
It introduces an electronically documented process that records the recommendations provided, when they were submitted and when the employer acknowledged having reviewed them.
For businesses, this makes the proper monitoring of obligations relating to Occupational Health and Safety, as well as overall compliance with labour legislation, even more important.
What businesses should do now
The publication of the Ministerial Decision now establishes the framework governing how the electronic process will operate.
Businesses should determine whether they fall within the scope of the new framework, confirm who has been appointed as their Safety Officer and/or Occupational Physician, and understand how employers will acknowledge the recommendations submitted electronically.
Important: The text of the Ministerial Decision itself does not substantiate the claim made in the newsletter that “the platform has not yet been fully activated.” For this reason, AFS would not present this as an established fact until relevant official information is issued by the Labour Inspectorate.
